I have the honour to acknowledge receipt of your letter dated the 3rd instant, written on behalf of Mr William Baker, late Inspector in the "Hongkong Police Force". In reply I am directed to inform you that His Excellency the Governor must decline to respond to the question of your client's dismissal from the Police, and to state that he is not prepared to furnish you with a copy of the statements asked for. Mr Tatlow was present with Mr Baker when the latter was questioning the witnesses before he handed in his written statement on the 20th August.

These statements were taken down in the presence of Mr Baker.

I am to add that any Petition Mr Baker may send to the Government addressed to the Secretary of State with reference to the question of his pension will be forwarded in due course.
